Most sites are a scam. Phone numbers can be tricky, though. Just to let you know, I am a licensed private investigator.I use one source at it isnt free but you will find the information you want. YOu get unlimited searches for one price…$29 I think.
You can do a reverse phone number search by going to google and typing reverse phone lookup. You can find quite a few of those for free! I believe lycos even has one

You can look up some phone numbers for free. Go to the first link listed below and go to the top right search box. That will let you look up regular, non-cellular numbers for free.
There is NOT a service for free cell phone lookups, or for looking up unlisted numbers. For that you have to pay. Second link takes you to a lookup for that.
